GenSan budget ‘inoperative,’ says DBM

GENERAL SANTOS CITY — The Department of Budget Management has informed the local government here — through its Sangguniang Panlungsod — that the approved Supplemental Budget 05 Series of 2022 is declared “inoperative in its entirety.”

In an official letter from DBM, it informed the office of the city vice mayor, Rosalita Nuñez that the P1,017,905,465.87 under Calendar Year 2022 Supplemental Budget 05 for Appropriations 11 Series of 2022 under review on 23 December 2022 is “in compliance with the same law and its Implementing Rules and Regulations on the grounds that the local Sanggunian has enacted an ordinance the estimates of income and expenditures submitted by the LCE pursuant to Section 319 of RA 7160.”

“Further, insertions made by the Sanggunian is in violation of the Article 415 of the IRR of RA 7160 (Local Government Code),” it added.

The Budget department also stressed that the Sanggunian is prohibited from increasing the proposed amount in the executive budget and the inclusion of new items, except to provide for statutory and contractual obligations.

The letter, dated 31 January 2023, clearly states that “the budget is declared inoperative in its entirety effective upon its approval.”
