San Juan enforces ‘clamping’

The local government of San Juan City on Tuesday kicked off the implementation of the city’s wheel clamping ordinance in a bid to discourage illegal parking which causes traffic congestion.

The road clearing operation started along Club Filipino Avenue in Greenhills and then transfered to other streets in the area, including Annapolis, Missouri, Mabuhay Lanes and city streets.

Under San Juan City Wheel Clamping Ordinance or City Ordinance No. 70, Series of 2022 and MMDA Resolution No. 10, Series of 2010, vehicles that are illegally parked along Mabuhay Lanes and city roads in the city will be clamped by the authorities.

“We are fully implementing this ordinance in San Juan to improve the traffic situation in our city. San Juan is one of the main thoroughfares in Metro Manila and many pass by our city to get to their destination, especially during rush hour. This is one way to address the traffic congestion and discourage vehicle owners from illegally parking in our streets,” Mayor Francis Zamora said.

Apprehended vehicle owners, drivers, and operators will be slapped with a fine. Motorcycles will be penalized P500 cars/AUV/AUV/jeepneys will be fined P1,500, and cargo trucks, delivery vans, and passenger buses will be charged with P2,000. Offenders attempting to remove or destroy the wheel clamp will be fined with P5,000.

Public emergency vehicles such as fire trucks, police mobiles, and ambulances are exempted from clamping.

Those clamped may immediately pay their fines to the City Treasury via online transaction by scanning a QR Code via Starpay and may show their proof of payment to City Traffic Enforcers so that the clamps on their vehicles will be immediately removed.
