Seafarer wants retired Airforce General slapped with car theft

A seafarer on Thursday wanted the Quezon City Prosecutor’s Office to take a second look over his carnapping charges and violation of the Anti-Fencing Law slapped against a retired Philippine Air Force General.

Edgar Sébastian Luciapao Jr filed his Motion for Reconsideration yesterday, after Quezon City Investigating Prosecutor Julian C. Ilao on 5 December 5 which he received only last 29 March 2023, dismissing his charges of car theft against Air Force Retired Lt. General Ferdinand Cartujano.

Luciapao in his MR also wanted Ilao to inhibit in the case.

Luciapao who turned into a Grab driver while waiting for his other seafarer contract told The Daily Tribune that on 4 September 4 about three months of being a Grab service driver, two armed men at gun-point forcibly took his Mitsubishi Montero along Quezon Avenue in Quezon City, brought him to Pasig City, hit his head and abandoned him.

He reported the incident to the police and the Highway Patrol Group to flash an alarm, hoping to find and recover his vehicle which he bought in installments at the price of P2.1 million. Until November of the same year, he was again able to board a ship.

Lucky for him, the HPG flagged down the vehicle over a slight traffic violation in January 2022 being driven by a certain Sgt. Gilbert Paningbatan, who turned out to be a close aide of Cartujano.

The HPG held Paningbatan and his brother who told investigators that they were just instructed by Cartujano to bring the Montero to Baguio City showing a fake OR/CR to HPG investigators.

He filed the case upon his return in April 2022 where Cartujano alleged that the vehicle was pawned by a barber whom he could not name for P700,000.

“Despite our hard evidence, records from the Land Transportation Office that I am the registered owner, the HPG report, Ilao dismissed the charges,” Luciapao averred, prompting him to file the MR.
